Location: This position is in-person and is based in Washington, D.C. and employees must be based in or near Washington, D.C. for the tenure of their employment.
Salary: $64,050 (minimum)- $67,253 (maximum) annually. Salary scales are determined by a Collective Bargaining Agreement.
This position is covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

Position Overview
Partners is seeking a Finance Associate responsible for all functions as they relate to financial reporting and accounts payable management. The Finance Associate provides financial and administrative support services to the organization's operations and functions as a part of the internal controls system over the US Government Funds as provided to Partners by the donor agencies and organizations.
Duties And Responsibilities
Responsibilities include but are not limited to
Accounting
- Review and approve the financial reports for projects assigned;
- Provide the necessary assistance to the field offices in the effort to improve their capacity on finance management and administration;
- Assist the field offices with the preparation of their operational budget and the tracking of the operating expenses;
- Assist with the projection of expenses for the programs assigned and the monthly tracking of their budgets;
- Assist the field offices with the calculation of the billability report per program;
- Assist the field offices with the calculation and monitoring of the fringe benefits;
- Assist the Program team in the Home office to create budgets for proposals;
- Prepare payment requests for Deputy Chief Financial Officer;
- Process payment requests, ensuring validity and accuracy of supporting documentation;
- Perform data entry invoices for payment into accounting system;
- Print, obtain signatures, and prepare vendor and employee checks for mailing;
- Prepare requests and instructions to the bank for electronic fund transfers and process wire transfers after approval;
- Resolve all technical issues with processing all payment types;
- Perform periodic reconciliations of bank account statements and periodic reconciliations of credit cards; and
- Other duties as assigned by the Chief Financial Officer or Deputy Chief Financial Officer.
Reporting
- Monitor program budgets for year-to-date revenue and expense status;
- Prepare financial reports, as requested by the Deputy Chief Financial Officer;
- In coordination with the Project managers and directors, assist in tracking all project and administrative budgets and expenses; and
- Prepare analysis, reconciliation and reports requested by the Chief Financial Officer, Deputy Chief Financial Officer, and/or the Program Teams.
Administrative support
- Provide technical assistance and status reports to Chief and Deputy Financial Officers of all payment requests;
- Ensure strong internal controls are applied on all payments and collections under the direct grants and contracts with US Government agencies;
- Maintain a filing system for all financial documents and ensure the security of all financial files; and
- Aid in the audit preparation.
Qualifications
Experience
- 1 - 3 years of related finance and accounting, with preference for additional administrative and operations experience;
- Previous audit experience preferred;
- Knowledge of international finance best practices and familiarity or experience with rules and regulations of the US government, Global Affairs Canada, and/or UNDP preferred; and
- High-level proficiency in MS Excel. High-level proficiency in MS Office applications (Word, Outlook, PowerPoint) required. Preferred experience using ERPs or QuickBooks required.

Education/Language Requirements
- Bachelor's Degree in Finance, Accounting, or related; and
- Full professional fluency in written and spoken English; Full professional fluency of other languages (Arabic, French, Spanish) is desired.

- Legal status to work in the U.S. is required; and
- Global travel and scheduling flexibility required.
